Solid Waste Management Stakeholder Process

The Minnesota Pollution Control
Agency (MPCA) has contracted with the Minnesota Environmental
Initiative (MEI) to design, lead and facilitate a stakeholder
process to develop strategies to achieve greenhouse gas
reduction, energy conservation and environmental protection
through integrated solid waste management. The stakeholder
process stems from the 2007 MPCA Solid Waste Policy Report
to the Minnesota Legislature that adopts a recommendation
to convene a stakeholder group to develop strategies that
can help reach the Minnesota Climate Change Advisory Group
(MCCAG) greenhouse gas reduction targets for the solid
waste sector. The Integrated Solid Waste Management Stakeholder
Process will focus on the four major population centroids
that encompass 17 counties and one sanitary district where
approximately 70% of the solid waste in the state is generated.
Throughout the stakeholder process, MEI will engage stakeholders
through a Work Group and Stakeholder Input Groups. The
Work Group will consist of approximately 15-20 key stakeholder
representatives who will be primarily charged with identifying
the strategies for this process. The Work Group will meet
approximately once a month in the Twin Cities metro area
beginning in the fall 2008 and ending in December
2009*. A Planning Team comprised of 3-5 members from
the Work Group will also meet monthly to help set the
agenda for the Work Group meetings. In addition, a Stakeholder
Input Group meeting will take place in November 2009 to
gather public feedback on the draft strategies developed
by the Work Group. Ron Nargang will chair the process
and facilitate each of the stakeholder group meetings.
At the end of the process, MEI will prepare a draft report
and host an online open comment period before submitting
a final report to the MPCA on the strategies developed
by the stakeholders.

*Please note that although
the Integrated Solid Waste Management Stakeholder Process
was originally scheduled to conclude in June 2009, the
process has been extended at the request of the Work Group
and will now conclude in December 2009. The Work Group
will not meet over the summer months and has formed centroid-based
sub-groups to develop draft implementation plans for strategies
that the Work Group will review when they reconvene in
the fall of 2009. See the links above for information
