and water policy project
MEI’s Land and Water Policy
Project was an effort to bring attention to the interplay
between water and land use policies in Minnesota. Across
the state, land use and water quality policies are often
administered and implemented by different agencies, causing
policy gaps and conflicts that can have unintended negative
outcomes. The problem is greatest in the metro area where
rapid growth is putting natural resources at risk. What MEI has done:
Focus groups conducted by MEI in
2007 revealed the difficulties local governments face
when juggling the demands of development and environmental
management. Conflicting land use and water policies can
cause inefficiencies that lead to failures. Local governments
need policies that are integrated, not burdensome to administer,
and that provide a strong vision for natural resource
protection. In 2009, MEI convened stakeholder meetings
that sought ways to better coordinate policies and searched
for non-regulatory options for natural resource protection.
